James Mills, Sr., traveled to California in 1883 and lived in Elsinore until the mid-1880s, when he moved to Riverside. In Riverside Mills served as Justice of the Peace and spent his free time developing a citrus nursery, which grew into a large citrus property and several joint business ventures in the citrus industry.
